[snap] Add jest test capabilities to snap

- delete output files when we detect input files are deleted 

- enable test fixtures in nested directories 

- exit with error code when we detect failures 

Note that the test failure on this PR is expected and will be fixed by #1608 (or 
happy to abandon that PR and fold the changes)
