[rust] Sketch of ReactiveIR (prev ReactiveFunction)

Initial data types for `forget_reactive_ir`, which is the Rust analogue of 
`ReactiveFunction` in the TS compiler. I'm renaming here for clarity, though 
naming suggestions are very welcome!
